AIR worked with Iowa in 2011 to support the development of rubrics to assess screening and progress monitoring measures. Based on the results of a statewide survey that identified the screening and progress monitoring tools that were being used in the state, the Iowa Department of Education and the state’s Area Education Agencies (AEAs—Iowa’s intermediate units) created a team to help identify screening and progress monitoring tools that would be supported by the state. AIR supported trainings and facilitated discussions with the team that focused on methods for determining technical adequacy, reliability, and purposes of assessment. Based on the training and discussions, the state team established criteria and rubrics to assess the tools’ technical rigor and feasibility of use.
