Call for Technical Assistance for State Education Agencies

To provide high quality technical assistance (TA) that contributes to states' implementation of response to intervention frameworks, the National Center on Response to Intervention (NCRTI) invites requests for direct TA, beginning October 20, 2009. States can request a wide variety of TA activities, including:

  • One-time events or activities on response to intervention (RTI) or related topics (targeted TA)
  • Short-term series of activities that facilitate the implementation of RTI (targeted TA)
  • Sustained, multi-year, comprehensive sets of RTI implementation activities (intensive TA)

NCRTI's targeted and intensive TA is designed to build the capacity of the state to assist local education agencies in the scale-up of RTI and its components -- screening students, monitoring student progress, providing evidence-based interventions that adjust in intensity depending on a student's responsiveness, and identifying students with learning disabilities. To determine appropriate levels of TA, Center TA Providers collaboratively problem-solve with the state to (a) identify and prioritize the state's areas of need, and (b) select evidence-based practices that can best meet those needs.

NCRTI helps states find evidence-based and promising practices for implementing RTI frameworks to maximize student achievement and reduce behavior problems. Available TA includes a variety of activities, such as training, document review, professional development, RTI leadership team development, RTI implementation plan development, and presentations and speakers.

About NCRTI

The National Center on Response to Intervention (NCRTI) is a five-year technical assistance and dissemination center funded through a cooperative agreement to the American Institutes for Research from the Office of Special Education Programs. AIR works in consultation with RTI researchers from Vanderbilt University and in collaboration with RTI researchers and trainers from the University of Kansas. The mission of the NCRTI is to:

Build the capacity of State Educational Agencies (SEAs) to assist Local Educational Agencies (LEAs) in implementing proven and promising practices within a RTI framework.

The Center is accomplishing its mission by achieving three overarching objectives:

Objective 1: To identify, adapt, evaluate, and scale up practices within a RTI framework to improve student achievement for all students and appropriately identify and serve students with disabilities;
Objective 2: To provide SEAs and LEAs with ongoing TA support, as needed and appropriate, to implement comprehensive RTI frameworks in districts, schools, and classrooms nationally; and
Objective 3: To disseminate information about proven and promising practices within a RTI framework to SEAs and LEAs and other targeted audiences including parents, service providers, program administrators, policymakers, and other interested stakeholders across the country.

Collectively, our TA Providers have extensive experience in RTI and TA, with experience as teachers, administrators, researchers and RTI implementers. They are accustomed to working side-by-side with key SEA administrators, RTI leadership teams, and professional development providers to meet state goals. Requesting Technical Assistance

To request or learn more about our TA, please submit a request online or call or email the TA contact assigned to your state (NCRTI contacts by regions are listed below). Once we review your request, a TA Provider assigned to your region will call you to discuss how we can best meet your needs.

In your application or discussions with your NCRTI contact, you will be asked to provide the following:

CONTACT INFORMATION
Include name, organization, title, mailing address, phone, and email for primary contact.

DESCRIPTION OF TECHNICAL ASSISTANCE REQUESTED
Describe the services requested and the expected outcomes. Explain how the technical assistance requested will assist the state in implementing RTI. Describe personnel involved from the state and any other partner organizations, if relevant. If known, include a timeline for proposed activities.

All requests for TA will be reviewed by the Center TA team within two weeks of receipt. In some cases, a TA Provider may conduct a follow-up phone conference to discuss the request in more detail and gather more information. Following the review of TA requests, a TA Provider will collaborate with the SEA, and any other relevant centers/organizations, to develop and finalize either a) an Agreement for Targeted Assistance for shorter term activities or b) a Memorandum of Understanding for multi-year, intensive TA. Each document will outline the roles, responsibilities, and expectations of the NCRTI, the state, and other participating centers/organizations.
